BHAVYA Scheme Set to Transform Industrial Infrastructure: ICEA

The India Cellular and Electronics Association (ICEA) welcomes the launch of the BHAVYA Scheme Portal and the operationalisation of the Bharat Audyogik Vikas Yojana (BHAVYA), a landmark Central Sector Scheme to develop 100 investment-ready, plug-and-play industrial parks across India with a committed outlay of ₹33,660 crore.

The launch marks a decisive shift in India’s approach to industrial infrastructure, moving away from fragmented, supply-driven development towards a demand-responsive, competitive framework that rewards states demonstrating strong industrial potential, land readiness, investor interest, and sectoral strengths. 

The emphasis on plug-and-play facilities, digital governance, integrated master planning, and provisions for R&D centres, startup hubs, deep-tech enterprises, skill ecosystems, worker housing/support infrastructure, and modern testing facilities directly addresses long-standing pain points for investors and manufacturers.

Commenting on the development, Mr. Pankaj Mohindroo, Chairman, ICEA, said: 

“The BHAVYA Scheme represents a bold and visionary step towards creating a new generation of industrial infrastructure in India. By adopting a competitive, state-driven model and leveraging a transparent digital platform, the scheme will enable the creation of world-class industrial ecosystems with modern infrastructure, seamless connectivity, and investor-friendly processes. 

This has the potential to significantly enhance India’s attractiveness as a preferred destination for both domestic and global investments while advancing the vision of Viksit Bharat 2047.”

ICEA commends the Department for Promotion of Industry and Internal Trade (DPIIT) and the National Industrial Corridor Development Corporation (NICDC) for crafting a robust, technology-enabled implementation architecture. Development of 100 industrial parks across diverse geographies will help unlock regional industrial potential, promote balanced economic growth, generate large-scale employment opportunities, and strengthen India’s industrial competitiveness.

Mr. Mohindroo further stated that the success of this ambitious initiative hinges critically on the proactive, high-quality, and time-bound participation of State Governments and Union Territories. States and UT’s must align their applications and DPR’s to their industrial strengths and investor pipelines and set the benchmark for the scheme.

While plug-and-play industrial parks have become a cornerstone of successful manufacturing ecosystems worldwide, India has remained out of sync with global best practices in industrial infrastructure. BHAVYA can be a game-changing step towards correcting this structural weakness and positioning India as a more attractive manufacturing destination.

ICEA therefore calls upon all State Governments to treat BHAVYA as a top priority and act with urgency. States with an already built-up infrastructure stand to gain substantially by positioning themselves early.
