The India Cellular and Electronics Association (ICEA) welcomes the Government of India’s notification of the ₹62,500 crore Mobile Phone Manufacturing Scheme (MPMS) for five years from FY2026-27 to FY2030-31. ICEA expresses its deep gratitude to Hon’ble Prime Minister Shri Narendra Modi for his continued leadership and vision in building India as a globally competitive electronics manufacturing powerhouse. We also acknowledge Shri Ashwini Vaishnaw, Hon’ble Union Minister for Railways, Information and Broadcasting, and Electronics and Information Technology, for his leadership, sustained engagement with industry, and strategic guidance in strengthening India’s electronics manufacturing ecosystem, including his consistent emphasis on scale, competitiveness, and building Indian brands.
India’s mobile phone industry has undergone a major transformation over the last decade. Mobile phone production has increased 33 times, while overall electronics production has grown nearly seven times. India is now the world’s second-largest mobile phone manufacturer and a major global smartphone export base. We are now a net exporter, with more than 30% of mobile phones produced in India now being exported. This scale has firmly positioned India as a critical node in the global mobile phone value chain.
MPMS builds on the scale created under PLI for Large Scale Electronics Manufacturing. It combines continued support for mobile phone manufacturing with incentives for domestic sourcing of key components and a dedicated framework for Indian brands, design, and R&D.

The scheme builds on the strong foundation of PLI for Large Scale Electronics Manufacturing and marks the next phase of India’s mobile manufacturing journey. This creates continuity of policy and predictability demonstrated through successive schemes like PLI, ECMS, and now MPMS provides industry the confidence to make long-term investments and build deep manufacturing capabilities in India.
MPMS is a significant step towards increasing scale, deepening domestic value addition, strengthening the supply chain, and accelerating the development of a robust component ecosystem in India. Its focus on domestic sourcing of key components, along with support for Indian brands, design, and R&D, will further enhance India’s long-term competitiveness.
Importantly, MPMS also creates a natural aggregator framework for the ECMS, helping align demand aggregation, scale efficiencies, and ecosystem development across critical components. This convergence will be instrumental in accelerating component manufacturing in India.
India has already emerged as a major global smartphone exporter. The next phase is to sustain this momentum while deepening the ecosystem and increasing value addition within the country. We thank the Government of India and MeitY for their continued support, and we will work closely with industry to make MPMS a success.”
The next phase will depend on how effectively industry converts manufacturing scale into deeper technology, component and design capabilities. MPMS provides the framework to support that transition while advancing India towards 35% of global mobile phone manufacturing and the broader $500 billion electronics manufacturing vision.
