How Technology Can Power a Cleaner, Smarter Delhi by 2047

As India completes a century of independence in 2047, Delhi should aspire to be more than a technologically advanced capital. It must become a healthy, inclusive, climate-resilient and efficiently governed metropolis. Technology can help achieve this transformation, provided it is supported by institutional reform, intergovernmental coordination and clear accountability.

Delhi’s most urgent challenge is pollution. The Economic Survey of Delhi 2025-26 puts the 2025 annual PM2.5 average at 100 micrograms per cubic metre, two-and-a-half times the national standard, while nitrogen dioxide averaged 47 micrograms per cubic metre, the highest since 2018. Air pollution cannot be addressed through seasonal restrictions or emergency measures alone. The city requires an integrated Delhi-NCR Clean Air Intelligence Platform combining information from regulatory monitoring stations, hyperlocal sensors, satellites, traffic networks, industries, construction sites and meteorological systems.

Artificial intelligence can forecast severe pollution episodes, identify probable sources by location and time, detect waste burning and construction-dust violations, and recommend targeted interventions. Since Delhi’s air is shaped by activities across the National Capital Region, this platform must operate at the airshed level under an empowered regional framework. Enforcement should rest on measurable outcomes, with public dashboards showing changes in emissions and citizens’ exposure.

The oxides of sulphur and nitrogen (SOx & NOx) deserve particular attention. Delhi’s ambient sulphur dioxide remains within national limits, but nitrogen oxides rise in step with traffic, while thermal generation and industry contribute much of the wider airshed’s load. The technology to control both is mature. Continuous emission monitoring systems at every significant stack, telemetered to regulators and publicly visible, convert self-declared compliance into verified performance. Flue-gas desulphurisation removes most sulphur dioxide at source, with plants within ten kilometres of the National Capital Region required to comply by December 2027. Nitrogen oxides can be reduced through low-NOx burners, staged combustion and selective catalytic reduction, while AI-based combustion optimisation lowers formation at source rather than treating it downstream.

Pollution management must extend beyond ambient air quality. Sensors can continuously monitor sewage discharge, landfill methane, water contamination and noise levels. Health data, suitably anonymised and protected, can be correlated with pollution patterns to identify vulnerable neighbourhoods and strengthen public-health responses.

Technology can also transform urban mobility, one of the principal contributors to congestion and emissions. Per the TomTom Traffic Index, the typical Delhi commuter lost 104 hours to congestion in 2025. Delhi should establish a unified mobility platform integrating the Metro, buses, Regional Rapid Transit System, suburban rail, taxis, walking and cycling, so that a commuter can plan and pay for an entire journey through a single account. Artificial intelligence can align bus routes and frequency with passenger demand, while intelligent signals prioritise public transport and emergency vehicles. Congestion pricing, smart parking and low-emission zones can further discourage unnecessary private-vehicle use.

Water and sewerage systems require an equally fundamental transformation. Delhi produces 961 million gallons a day against a need of about 1,250 MGD, with distribution losses of 52.35 per cent. Digital mapping of pipelines, reservoirs, drains, pumping stations and treatment plants — supported by smart meters, pressure sensors and leak-detection technologies — can reduce losses and contamination. The city can treat 794 MGD of sewage but treats only 584 MGD, leaving a quarter of built capacity idle while untreated sewage reaches the Yamuna. Real-time monitoring of sewage entering drains and the river should trigger automatic alerts and time-bound accountability.

Delhi must also move towards a circular economy. Waste generators, collection vehicles, processing facilities and landfills should be digitally traceable, and contractor payments linked to verified segregation, recycling and processing rather than merely to waste transported. Artificial intelligence can improve material sorting, while thermal and methane sensors provide early warnings of landfill fires.

A continuously updated digital twin of Delhi could become the foundation of evidence-based urban planning, integrating information on buildings, land use, utilities, drainage, traffic, trees, heat exposure and public facilities. Before approving major projects, authorities could simulate their impact on air quality, mobility, flooding, water demand and green cover.

Climate resilience must be embedded in this framework. Neighbourhood-level risk maps can identify areas vulnerable to extreme heat, flooding, fire and disease. Predictive systems can provide early warnings and guide assistance to hospitals, schools, elderly residents and informal settlements. Cool roofs, shaded pedestrian routes, water points and emergency shelters should be planned using this evidence.

Technology can also overcome Delhi’s fragmented governance. The city’s own power distribution shows what disciplined measurement achieves: aggregate technical and commercial losses fell from 52 per cent in 2002 to 5.90 per cent in 2024-25. Citizens should lodge a grievance only once; a common platform should identify the responsible agency, coordinate action and track resolution. Every major civic issue needs a designated lead authority, measurable service standards and publicly visible performance indicators.

Delhi 2047 should not be judged by the number of applications, cameras or sensors it deploys. Its success must be measured through cleaner air and water, shorter journeys, safer streets, reduced waste, reliable services and healthier citizens. Artificial intelligence does not operate a city; people do, and in our experience the value of digital tools depends on the competence of the teams using them. Technology can provide intelligence and transparency, but accountable institutions must convert them into results. That combination can make Delhi a capital truly worthy of India’s centenary.
